Investment in research encourages young scientists to return to S'pore






SINGAPORE: Singapore has committed more resources toward research, innovation, and enterprise.

It recently hosted the inaugural Global Young Scientists Summit, which brought many bright sparks of the international scientific community together.

Several young researchers came back to Singapore to further their research, even though they hold qualifications from prestigious universities overseas.

Ng Hui Khoon, who has a PhD in physics from the California Institute of Technology, said: "At the same time when I was looking for a post-doctoral position, the Centre for Quantum Technologies was just being set up in Singapore as well. So this was a very good opportunity for me. They were hiring people, they were having this huge research lab that was getting a lot of prominence in the world. So this in itself was actually a very attractive thing for me."

Graduate student Reuben Ng is studying ageing and public health at Yale University's School of Public Health. He hopes his work can help Singaporeans age positively.

He said his area of study is focused on helping older people prepare for retirement psychologically because that has been associated with longer life and better health.

"Because most of the time we focus on physical variables on old people and I think it's equally important to look at mental health and psychological variables," he said.

"We're doing this thing known as non-invasive intervention, for longer lives and healthier lives, so it's not just having an injection, or eating a pill but how you can change your mental health, how you can change your mindset so that it could lead to longer and healthier lives at a lower cost."

Mr Ng added: "I think in Singapore, we are facing an ageing population so I want to come back and contribute that way. I think first of all, most of my research has been based in the US and I want to come back and do studies so that we can have an evidence base so we know what we can do to make a difference to older people here in Singapore. Building the evidence base provides a bedrock on which policy decisions or programme decisions can be made on."

Biomedical researcher Khoo Xiaojuan hopes to inspire a new generation of scientists by joining the teaching faculty at the Singapore University of Technology and Design.

She said: "What Singapore has to do is to organise, maybe invite people from different aspects of academia. So not just from the universities or research institutes, but those doing other things in the biomedical, pharmaceutical industry - people who are doing teaching, or have set up their own companies, and invite them to come back to talk about their experience."

Ms Khoo said this will go some way in changing mindsets that science is boring.

Russian meteorite: The conspiracy theories



A strange time for a military attack?

A good hearty conspiracy theory can shine a sharp light on two of humanity's most enduring traits.


One, of course, is humanity's boundless imagination. The other is humanity's essential suspicion of humanity.


So while you might be deeply immersed in Bill Nye's explanation of the Russian meteorite, those with darker sensibilities have filled the Web with their fears and hauntings about the phenomenon.


There are few nations with greater awareness of dark sensibilities than Russia. The fact that there seems to be little evidence of meteorite fragments on the ground has encouraged some Russians to offer their own suspicions.




As the Toronto Globe and Mail reports, nationalist leader Vladimir Zhirinovsky hasn't been slow to offer something of a Hot War perspective.

"It's not meteors falling. It's a new weapon being tested by the Americans," he was quoted as saying.


We know from our recent experience of North Korea that weapons testing is an imprecise science.


But if you were an American in the mood to test a weapon, would Chelyabinsk, Russia, be your very first choice of place for the experiment?


Perhaps Tallahassee; Area 51; and Bialystok, Poland, were all unavailable due to prior commitments. Or perhaps it wasn't the Americans, but, say, the North Koreans, who mistook Chelyabinsk for, say, Chelsea.


Zhirinovsky's rather emotionally manipulative offering was countered by Russia's Emergency Ministry, which dedicated itself to an extensive rebuttal of his belief (and that of others) that this was some sort of military thing. The rebuttal? "Rubbish."


But that wasn't going to put off the local media, was it? Not only do they have papers to sell, they also have theories to expound to a troubled nation and world.


So, as The Atlantic reports, the local Znak newspaper accepted that this was a meteorite but insisted the explosion was caused by military defense blowing it up.



More Technically Incorrect



Yes, of course it has a source in the military. You thought it didn't?


Though I've watched a few movies in which exciting things happen, I don't find it easy to imagine that some sort of terrestrially created missile-laden aircraft could really explode a meteorite in such a manner.


It is easier to imagine, though, that politicians like Zhirinovsky might take the opportunity to foment a little rage.


Indeed, Alex Jones' infamously well-guarded Infowars site offered that Zhirinovsky insisted that America -- in the person of Secretary of State John Kerry -- had tried to give Russia advance notice of its "attack."


The Drudge Report led me to a piece at Foreign Policy that explained that Sergey Lavrov, Russia's foreign minister, simply hadn't called Kerry back.


Which all suggests that Russia isn't, after all, living in fear of an attack from the U.S. Especially one over Chelyabinsk.


On balance, I prefer to currently believe Nye. He is the science guy, after all. And science guys know scientific events when they see them.

There's no such thing as Presidents' Day.

According to United States federal government code, the holiday is named Washington's Birthday, and has been since it went nationwide in 1885.

But common practice is more inclusive. The holiday expanded to add in other U.S. presidents in the 1960s, and the moniker Presidents' Day became popular in the 1980s and stuck. It may be that George Washington (b. February 22, 1732) andAbraham Lincoln (b. February 12, 1809) still get the lion's share of attention—and appear in all the retail sale ads—on the third Monday in February, but the popular idea is that all 44 presidents get feted.

Mount Rushmore is a lot like that one day a year writ large—and in granite. It's carved 60 feet (18 meters) tall and 185 feet (56 meters) wide, from Washington's right ear to Lincoln's left.

The monument's sculptor, Gutzon Borglum, grew up in Idaho, a first-generation American born to Danish parents. He studied art in France and became good friends with Auguste Rodin. Borglum mostly worked in bronze, but in the early 1910s he was hired to carve the likenesses of Confederate leaders into Stone Mountain in Georgia.

He was about to be fired from that job for creative differences about the same time that a South Dakota historian named Doane Robinson had an idea. Robinson wanted to have a monument carved into the Black Hills of South Dakota, maybe Western historical figures like Chief Red Cloud and Lewis and Clark, each on their own granite spire. (Plan a road trip in the Black Hills.)

Robinson hired Borglum and gave him carte blanche. Borglum was looking for something with national appeal, so he chose to depict four presidents: George Washington, Thomas Jefferson, Theodore Roosevelt, and Abraham Lincoln.

Borglum wanted to represent the first 150 years of the nation's history, choosing four presidents as symbols of their respective time periods. He took a tour of western South Dakota, searching for an ideal canvas.

The sculptor was looking for three things: a surface strong enough to sculpt, a mountain big enough to hold several figures, and a mountain face that received morning sunlight. Mount Rushmore fit the bill and was already part of a national forest, so it was easy to set aside as a national memorial.

Work started in 1927. Calvin Coolidge attended the dedication ceremony. It took 14 years to finish the carving, conducted mostly in summertime because of the area's harsh winters.

There were approximately 30 workers on the mountain at any give time. In total about 400 had worked on it by the time the monument was finished. Though the project involved thousands of pounds of dynamite and perilous climbs, not a single person died during the work.

Borglum himself died of natural causes in 1941, though, just six months before the project was declared "closed as is" by Congress that Halloween. His son Lincoln—named for his father's favorite president—took over.

In the photo above, a worker refines the details of Washington's left nostril.

About 90 percent of the mountain was carved using dynamite, which could get within 3 to 5 inches (8 to 13 centimeters) of the final facial features. For those last few inches, workers used what was known as the honeycomb method: Jackhammer workers pounded a series of three-inch-deep holes followed up by chiselers who knocked off the honeycomb pieces to get the final shape. Then carvers smoothed the "skin's" surface.

Meteor Blast Creates Rush to Cash In












The shattered glass and broken walls caused by the massive explosion of a monstrous meteor over this remote, industrial Russian city is not even cleaned up, and people are already trying to cash in.


Some residents want to turn this city known mostly for its tank factory into a tourist destination, while others from all around the world are determined to find fragments of the meteorite.


Meteor hunters say it's a once in a lifetime opportunity. A small piece of the space rock that exploded over Russia Friday could be worth thousands of dollars, and bigger chunks could fetch hundreds of thousands.

"I haven't been able to sleep for the last two days because of this," said Michael Farmer, who runs the website Meteor Hunter. "This is a once in a lifetime event. We've never seen anything like this in the last hundred years."


He said he started planning a trip to Chelyabinsk as soon as the meteorite exploded.


"The next morning I was on the phone working on visas. I'd like to get a visa and get over to Russia as quickly as possible," he said. "When this type of thing happens, you know hours count so we try to arrange that as fast as possible."


A day after a massive meteor exploded over this city in central Russia, a monumental cleanup effort is under way.


Authorities have deployed around 24,000 troops and emergencies responders to help in the effort.


Officials say more than a million square feet of windows -- the size of about 20 football fields -- were shattered by the shockwave from the meteor's blast. Around 4,000 buildings in the area were damaged.

The injury toll climbed steadily on Friday. Authorities said today it now stands at more than 1,200. Most of those injuries were from broken glass, and only a few hundred required hospitalization.


According to NASA, this was the biggest meteor to hit Earth in more than a century. Preliminary figures suggest it was 50 feet wide and weighed more than the Eiffel Tower.

NASA scientists have also estimated the force of the blast that occurred when the meteor fractured upon entering Earth's atmosphere was approximately 470 kilotons -- the equivalent of about 30 Hiroshima bombs, but it did not cause major damage because it occurred so high in the atmosphere.


"This was caused by a small asteroid, about 15 meters in diameter, coming in at around 18 kilometers per second, that's in excess of 40-thousand miles per hour," NASA planetary scientist Paul Abell said. "As the asteroid comes in, it interacts with the atmosphere and effectively it converts all the energy, the kinetic energy of the asteroid, the mass of the asteroid and the velocity and it's actually that velocity, the asteroid just effectively explodes and that creates the pressure wave, the blast wave that comes down."


Treasure hunters hoping to cash in on the bits of space rock aren't the only ones eager to find pieces of the meteor, Abell said. Scientists say the material could offer valuable information.


"One of the things we'd like to learn is first of all, what was the composition of the asteroid, where did it come from," he said. "We know it came from the asteroid belt but can we link it to a bigger asteroid and also, get an idea of the dispersal pattern."

Residents said they still can't believe it happened here.


"It was something we only saw in the movies," one university student said. "We never thought we would see it ourselves."


Throughout the city, the streets are littered with broken glass. Local officials have announced an ambitious pledge to replace all the broken windows within a week. In the early morning hours, however, workers could still be heard drilling new windows into place.


Authorities have sent divers into a frozen lake outside the city, where a large chunk of the meteor is believed to have landed, creating a large hole in the ice. By the end of the day they had not found anything.

False memories prime immune system for future attacks









































IN A police line-up, a falsely remembered face is a big problem. But for the body's police force – the immune system – false memories could be a crucial weapon.












When a new bacterium or virus invades the body, the immune system mounts an attack by sending in white blood cells called T-cells that are tailored to the molecular structure of that invader. Defeating the infection can take several weeks. However, once victorious, some T-cells stick around, turning into memory cells that remember the invader, reducing the time taken to kill it the next time it turns up.












Conventional thinking has it that memory cells for a particular microbe only form in response to an infection. "The dogma is that you need to be exposed," says Mark Davis of Stanford University in California, but now he and his colleagues have shown that this is not always the case.












The team took 26 samples from the Stanford Blood Center. All 26 people had been screened for diseases and had never been infected with HIV, herpes simplex virus or cytomegalovirus. Despite this, Davis's team found that all the samples contained T-cells tailored to these viruses, and an average of 50 per cent of these cells were memory cells.












The idea that T-cells don't need to be exposed to the pathogen "is paradigm shifting," says Philip Ashton-Rickardt of Imperial College London, who was not involved in the study. "Not only do they have capacity to remember, they seem to have seen a virus when they haven't."












So how are these false memories created? To a T-cell, each virus is "just a collection of peptides", says Davis. And so different microbes could have structures that are similar enough to confuse the T-cells.












To test this idea, the researchers vaccinated two people with an H1N1 strain of influenza and found that this also stimulated the T-cells to react to two bacteria with a similar peptide structure. Exposing the samples from the blood bank to peptide sequences from certain gut and soil bacteria and a species of ocean algae resulted in an immune response to HIV (Immunology, doi.org/kgg).












The finding could explain why vaccinating children against measles seems to improve mortality rates from other diseases. It also raises the possibility of creating a database of cross-reactive microbes to find new vaccination strategies. "We need to start exploring case by case," says Davis.












"You could find innocuous pathogens that are good at vaccinating against nasty ones," says Ashton-Rickardt. The idea of cross-reactivity is as old as immunology, he says. But he is excited about the potential for finding unexpected correlations. "Who could have predicted that HIV was related to an ocean algae?" he says. "No one's going to make that up!"

Govt looking to up support for social enterprises running hawker centres






SINGAPORE: The government is exploring ways to boost support to social enterprises and not-for-profit organisations, which are set to manage hawker centres of the future.

This comes after a government-appointed hawker centre consultation panel recommended that social enterprises run hawker centres of the future, with the aims of giving the disadvantaged jobs, and providing the community with affordable food.

Environment and Water Resources Minister Vivian Balakrishnan shared this at the official launch of Kampung @ Simpang Bedok, Singapore's first hawker centre to be run by a social enterprise.

In February last year, social enterprise Best of Asia took over the management of the centre.

Some of the changes include the use of space to allow patrons to shop, or just hang out. The management plans weekly flea markets and band gigs to draw in the crowd.

Deirdre Murugasu, leader of Best of Asia said: "All along, there are many Singaporeans who are unable to actually expand even if they are very good hawkers, there's no succession planning. This place is a place for them to all try out. Make it, don't make it, we're there to help them."

There are 32 stalls at the centre. Best of Asia offers various forms of help to stall holders - including charging them partial rent.

Full rentals range between S$1,500 and S$4,000, based on individual assessments of stall holders.

Dr Balakrishnan said: "This is a very important new start and we'll have to see how this develops over the years to come. The key thing is for it to remain viable, for it to provide good livelihood to people who may be disadvantaged or who may otherwise have an opportunity to start their own businesses. And also for good-hearted people with business ideas and imagination to help others to create a multi-disciplinary team to make this place viable, attractive and hopefully a model for the future."

Hawker centres run by social enterprises can help boost community ties.

Kasmah Sukor, a cook at Pitstop @ Haniff said: "I see that we are working together, helping each other. Everybody tries to support each other in any way we can. That is why I feel that we have the kampung spirit to help out and work. That is what I like about this place."

The government hopes that the 10 new hawker centres in the next five years would be run by social enterprises.

It will look into ways to best support such a model, to ensure long-term sustainability and viability.

It wasn't just a change in how future products would look -- Esslinger ushered in a change of mindset and a unified design language across products. Why the Dog Show Winner Looks Like a Monkey


Standing less than a foot tall and easily cradled in one of trainer Ernesto Lara's arms, Banana Joe made big news for a small dog when he became the first affenpinscher to win the Westminster Kennel Club dog show on Tuesday.

His short stature and flattened face might not make Banana Joe look like a typical winner: The name "affenpinscher" is German for "monkey terrier," and its mug is definitely simian in appearance. Now this lesser known breed is basking in the spotlight, monkey face and all. (Read "How to Build a Dog" in National Geographic magazine.)

Why the Flat Face?

People like dogs whose faces kind of look like people, with a squished-in nose and forward-facing eyes: Pekinese, bullmastiffs, and affenpinschers, to name a few. "It's mimicking the way humans appear," said Jeffrey Schoenebeck, a research fellow at the National Institutes of Health who has analyzed the development of shortened canine snouts. Several centuries ago, breeders probably sought out parents with a flat face. (Genetics note: Gene BMP3 likely contributes to a flat face in toy breeds.)

And so Banana Joe's mug reflects centuries of genetic manipulation. There's no advantage for the dog, Schoenebeck notes, except that humans would crave it more as a companion. (Related: Gallery of Dog Pictures.)

What About That Tongue?

Banana Joe sticks out his little pink tongue a lot. Maybe more than your run-of-the-mill canine. The reason may be the flat face. "There's probably less room in their mouth" for the tongue, said Schoenebeck. "It's hanging out."

Why so Small?

"The Affenpinscher comes from a terrier background," explained NIH senior staff scientist Heidi Parker, and like all terriers, it was bred to chase. The early affenpinschers' specialty was hunting down rats and other vermin for its owners. Breeding for a small size came later, as ladies started bringing affenpinschers into the home as lap dogs-and to keep away vermin that might otherwise hide in corners or under long skirts. Today's affenpinschers are in the 6-to-13 pound (3-to-6 kilogram) range.

But the dog's size hasn't given it an inferiority complex. "Most of these little guys do not realize they're as small as they are," Parker says. Toy dogs have been known to chase birds and other animals that rival them in size.

What Comes After Westminster?

Dog lovers may crave an affenpinscher. And that could cause problems if breeders try to produce more pups.

"You'll see some breeds go through sudden explosions, where they'll go from small numbers to really large numbers," says Parker. "Usually that means an increase in genetic diseases." There aren't a lot of potential parents for a purebred litter, so the odds of inbreeding, and its related diseases, go up.

And What About Banana Joe?

Now that he's made us aware of his breed, Banana Joe will retire from competition and live with his Dutch owner, free to fulfill his heritage as a lap dog.

Budget Cut Warnings Harsher Than Reality?











Get ready for two weeks of intensifying warnings about how crucial, popular government services are about to wither — including many threats that could eventually come true.



President Barack Obama and congressional Republicans made no progress last week in heading off $85 billion in budget-wide cuts that automatically start taking effect March 1. Lacking a bipartisan deal to avoid them and hoping to heap blame and pressure on GOP lawmakers, the administration is offering vivid details about the cuts' consequences: trimmed defense contracts, less secure U.S. embassies, furloughed air traffic controllers.



Past administrations have seldom hesitated to spotlight how budget standoffs would wilt programs the public values.



When a budget fight between President Bill Clinton and congressional Republicans led to two government shutdowns, in 1995 and 1996, some threats came true, like padlocked national parks.



Others did not.



Clinton warned that Medicare recipients might lose medical treatment, feeding programs for the low-income elderly could end and treatment at veterans hospitals could be curtailed. All continued, thanks to contractors working for IOUs, local governments and charities stepping in and the budget impasse ending before serious damage occurred.

This time, at stake is not a federal shutdown but a so-called sequester. Between March 1 and Sept. 30 — the remainder of the government's budget year — it would mean reductions of 13 percent for defense programs and 9 percent for other programs, according to the White House budget office.



The cuts, plus nearly $1 trillion more over the coming decade, were concocted two years ago. Administration and congressional bargainers purposely made them so painful that everyone would be forced to reach a grand deficit-cutting compromise to avoid them.



Hasn't happened.



A look at the sequester and the chilling impact the administration says it would have, based on letters and testimony to Congress:



—A key reminder: Social Security, Medicare and veterans' benefits, Medicaid and a host of other benefit programs are exempted. The cuts take effect over a seven-month period; they don't all crash ashore on March 1. And if a bipartisan deal to ease them is ever reached, lawmakers could restore some or all of the money retroactively.



—On the other hand: Left in effect, these cuts are real even though their program-by-program impact is unclear. The law limits the administration's flexibility to protect favored initiatives, but the White House has told agencies to avoid cuts presenting "risks to life, safety or health" and to minimize harm to crucial services.



—Defense: Troops at war would be protected, but there'd be fewer Air Force flying hours, less training for some Army units and cuts in naval forces. A $3 billion cut in the military's Tricare health care system could diminish elective care for military families and retirees. And, in a warning to the private defense industry, the Pentagon said it would be "restructuring contracts to reduce their scope and cost."



—Health: The National Institutes of Health would lose $1.6 billion, trimming cancer research and drying up funds for hundreds of other research projects. Health departments would give 424,000 fewer tests for the AIDS virus. More than 373,000 people may not receive mental health services.

Fake pointers on your screen foil 'shoulder surfers'









































EVER suspected somebody is stealing a glance at your screen as you log in to secure services like online banking in a public place? A blizzard of fake mouse pointers could foil such "shoulder surfers".












Many online banking websites ask you to log in using your mouse and an on-screen keyboard, as these fool most keylogger viruses. The trouble is that a snooper can see exactly what buttons you press to enter your password. Alexander de Luca and colleagues at the University of Munich, Germany, decided to find a way to throw an attacker off the scent.












Their answer is to allow a user to call up an array of 16 different mouse pointers when the on-screen keyboard is active. Only one pointer is the one that you are actually controlling; the others appear to press keys at random to distract the snooper, says team member Emanuel von Zezschwitz.












In tests with 39 volunteers, they found a shoulder surfer was able to steal a password 90 per cent of the time without the fake pointers turned on. But when they used them, attackers succeeded only 5 per cent of the time with 16 fake pointers and 35 per cent with eight pointers. The work will be presented at a conference on computer interaction in Paris in April.
