Morsi gives Egypt army police powers before referendum






CAIRO: President Mohamed Morsi has ordered Egypt's army to take on police powers from Monday -- including the right to arrest civilians -- in the run-up to a divisive constitutional referendum that has triggered mass street protests.

The decree, published in the government gazette, takes effect on the eve of mass rival protests on the referendum and follows street clashes that have left seven people dead and hundreds injured.

It orders the military to fully cooperate with police "to preserve security and protect vital state institutions for a temporary period, up to the announce of the results from the referendum," according to a copy obtained by AFP.

The military, which ruled Egypt between the ouster of former president Hosni Mubarak in February 2011 and the election of Morsi in June this year, has sought to remain neutral in the political crisis.

It has warned it "will not allow" the situation to deteriorate, and urged both sides to dialogue.

Army tanks and troops have since Thursday deployed around Morsi's presidential palace but they have not confronted thousands of protesters who have gathered there every night.

The opposition, made up of secular, liberal, leftwing and Christian groups, has said it will escalate its protests to scupper the referendum.

It views the draft constitution, largely drafted by Morsi's Islamist allies, as undermining human rights, the rights of women, religious minorities, and curtailing the independence of the judiciary.

Morsi, though, has defiantly pushed on with the new charter, seeing it as necessary to secure democratic reform in the wake of Mubarak's 30-year autocratic rule.

Late Sunday, the main opposition group, the National Salvation Front, called for huge protests in Cairo to reject the December 15 referendum.

It dismissed a key concession Morsi made rescinding another decree giving himself near-absolute powers as too late, saying he had already used it to railroad through the draft constitution.

"We do not recognise the draft constitution because it does not represent the Egyptian people," National Salvation Front spokesman Sameh Ashour told a news conference.

Going ahead with the referendum "in this explosive situation with the threat of the Brothers' militias amounts to the regime abandoning its responsibilities," he said.

In recent days, the protesters have hardened their slogans, going beyond criticism of the decree and the referendum to demand Morsi's ouster.

The Muslim Brotherhood, from which Morsi hails, shot back that it and allied Islamist movements would counter with their own big rallies in the capital in support of the referendum.

"We are calling for a demonstration Tuesday, under the slogan 'Yes to legitimacy'," the Brotherhood's spokesman, Mahmud Ghozlan, told AFP.

Morsi's camp argues it is up to the people to accept or reject the draft constitution.

If the charter is rejected, Morsi has promised to have a new one drawn up by 100 officials chosen directly by the public rather than appointed by the Islamist-dominated parliament.

But analysts said still-strong public support for Morsi, and the Brotherhood's proven ability to mobilise the grassroots level, would likely help the draft constitution be adopted.

"The Muslim Brotherhood believes that it has majority support so it can win the constitutional referendum," said Eric Trager, analyst at the Washington Institute for Near East Policy.

If that happens, he warned, it would "set up the country for prolonged instability".

Quantum computing goes mainstream? New VC fund debuts


Quantum computing tends to sounds like something out of a science fiction novel or at least The Big Bang Theory. But a new venture capital fund, launching today, is trying to take it mainstream.

The Quantum Wave Fund, which will set up shop in Boston, plans to invest solely in early stage, private companies working on breakthroughs in quantum technology. It won't be providing funding for early research but instead will seek out companies who already have viable and promising products related to quantum computing.

"Too many people take quantum computing as hypothetical," Serguei Kouzmine, managing partner of the fund, told CNET. "We want to make a statement that it's serious and it's today. Yes, the really bright future may be around the corner, but today, there's enough to pay attention to."

Essentially, the fund will focus on three different areas, Kouzmine said: Security, new measurement devices, and new materials.

Harnessing the laws of quantum mechanics -- which deals with the behavior of atoms, photons, electrons, and other particles -- would mean the development of computers much faster and more powerful than today's supercomputers. It's particularly important for encryption and secure communications, but it could be used to enable new types of simulations or, in the shorter term, sophisticated measurement devices, such as magnetic resonance imaging.

In October, a couple of scientists were awarded the Nobel Prize in physics for their work on quantum optics, manipulating single particles of light or matter. The two researchers independently developed ways to measure and manipulate individual particles while preserving their quantum-mechanical nature.

The Quantum Wave Fund noted that among the potential results of the research it plans to fund are safe data transmission networks, new materials with superior properties, optical sub-micron transistors, high-frequency optical electronics, new systems for ultrasensitive imaging of the brain, and compact and accurate clocks for navigation systems. It also expects new innovations based on cutting-edge quantum technology to dominate many industries such as IT and security.

"A lot of people like to talk today about how the Internet changed everything. Somehow it goes without saying, the development of the Internet relies on hardware. ... And the hardware relies on Moore's Law. It has worked so nicely for the last 30 years that people forgot you can't continue it forever without some revolutionary changes. This is the time that change is about to come," Kouzmine said.

Kouzmine, who has a PhD in physics, noted that he and his fellow partners started the fund in part to draw attention to the area. He said that unlike some other areas of tech, companies focused on hardware and areas like quantum computing receive less funding.

In recent time, the hottest companies for venture funding have tended to be in social networking, healthcare, or mobile instead of hardware-related fields. According to research firm CB Insights, which provides quarterly data on VC investments, only 4 percent of deals in the third quarter were made in the computer hardware and services sector.


Internet, healthcare, and mobile companies have received the most interest from VCs over the past several quarters.

The Quantum Wave Fund currently has raised about $30 million in funding but is aiming for $100 million. The fund plans to invest in 10 to 15 companies, giving them about $2 million to $10 million apiece.

Along with providing funding, the fund will help these companies "improve processes in engineering, production, marketing, and sales when ready to supply these devices to the global market."

The fund was founded by scientists who have now become entrepreneurs, and its scientific advisory board includes professors and scientists from Harvard, Purdue, and quantum centers around the world.

Vladimir M. Shalaev, scientific director of nanophotonics and professor of biomedical engineering and physics at Purdue University, noted that he and other advisors will help analyze companies to see if they're worth investing in, from a scientific point of view.

"I've been involved in research with meta materials and [have been] asked when is a good time to invest. My reply is 'still early to invest though tomorrow could be late.' You can apply this here, and quantum has a huge potential impact. Quantum, I believe, will be the next technology evolution to impact our society. It addresses societal needs of processing information faster and making computers faster by all running on quantum science. Science is now moving there. The Nobel Prize this year was an example of what is possible. The science is there, the technology is getting there. The fund has great timing now to launch. Science that can make a big impact in the world, it will change our lives," Shalaev told CNET in an email.

Plants Grow Fine Without Gravity


When researchers sent plants to the International Space Station in 2010, the flora wasn't meant to be decorative. Instead, the seeds of these small, white flowers—called Arabidopsis thaliana—were the subject of an experiment to study how plant roots developed in a weightless environment.

Gravity is an important influence on root growth, but the scientists found that their space plants didn't need it to flourish. The research team from the University of Florida in Gainesville thinks this ability is related to a plant's inherent ability to orient itself as it grows. Seeds germinated on the International Space Station sprouted roots that behaved like they would on Earth—growing away from the seed to seek nutrients and water in exactly the same pattern observed with gravity. Since the flowers were orbiting some 220 miles (350 kilometers) above the Earth at the time, the NASA-funded experiment suggests that plants still retain an earthy instinct when they don't have gravity as a guide.

"The role of gravity in plant growth and development in terrestrial environments is well understood," said plant geneticist and study co-author Anna-Lisa Paul, with the University of Florida in Gainesville. "What is less well understood is how plants respond when you remove gravity." (See a video about plant growth.)

The new study revealed that "features of plant growth we thought were a result of gravity acting on plant cells and organs do not actually require gravity," she added.

Paul and her collaborator Robert Ferl, a plant biologist at the University of Florida in Gainesville, monitored their plants from the Kennedy Space Center in Florida using images sent from the space station every six hours.

Root Growth

Grown on a nutrient-rich gel in clear petri plates, the space flowers showed familiar root growth patterns such as "skewing," where roots slant progressively as they branch out.

"When we saw the first pictures come back from orbit and saw that we had most of the skewing phenomenon we were quite surprised," Paul said.

Researchers have always thought that skewing was the result of gravity's effects on how the root tip interacts with the surfaces it encounters as it grows, she added. But Paul and Ferl suspect that in the absence of gravity, other cues take over that enable the plant to direct its roots away from the seed and light-seeking shoot. Those cues could include moisture, nutrients, and light avoidance.

"Bottom line is that although plants 'know' that they are in a novel environment, they ultimately do just fine," Paul said.

The finding further boosts the prospect of cultivating food plants in space and, eventually, on other planets.

"There's really no impediment to growing plants in microgravity, such as on a long-term mission to Mars, or in reduced-gravity environments such as in specialized greenhouses on Mars or the moon," Paul said. (Related: "Alien Trees Would Bloom Black on Worlds With Double Stars.")

Mexican-American Star Dead in Plane Crash: Father













UPDATED: Multiple reports, including one from Gerardo Ruiz Esparza, Mexico's Secretary of Communications and Transports, confirm that the remains of the private jet carrying Jenni Rivera have been found, with no survivors. Rivera, 43, was one of seven passengers.


Rivera's father, Pedro, confirmed the news of his daughter's passing to reporters stationed outside of his home in Lakewood, Calif., where several family members are gathered, including Rivera's mother Rosa and her eldest daughter Chiquis, who has still not made any statements. Rivera's father reportedly received the news via telephone from his son, singer Lupillo Rivera, who was in Mexico at the time of the jet's disappearance. "This is the first tragedy of this kind that we suffer as a family," Rivera's father told reporters on Sunday evening. "I hope people remember her as she was - someone who was straight with the world."


Celebrity reactions on Twitter have poured in since news of the disappearance of Rivera's jet, including Paulina Rubio (who was set to co-host the Mexican edition of The Voice with Rivera) William Levy, Joan Sebastian, Ricky Martin, and others.

Mexican officials have confirmed the disappearance of a private jet carrying regional Mexican music superstar Jenni Rivera that took off from the northern Mexican city of Monterrey at 3:15 a.m. local time on Sunday and fell off the radar 10 minutes (or 62 miles) after take-off.


The Learjet 25 jet, which dates back to 1969, is believed to have been carrying seven people – five passengers and two pilots. It was headed for Toluca International Aiport, located outside of Mexico City, where it was meant to arrive at 4:40 a.m. An official search for the jet was initiated at sunrise.


Rivera's publicist Arturo Rivera and her make-up artist Jacob Yebale are believed to have been on that flight. Their most recent tweets are of photos from Rivera's concert in Monterrey on Saturday night.


The Mexican American singer's most recent tweet is a re-tweet of what appears to be a fan's message.


Rivera was due in Toluca this evening for the taping of a Mexican TV show, La Voz. Televisa has canceled tonight's show given Rivera's disappearance.


Known as La Diva de la Banda and beloved by fans on both sides of the border, Rivera, 43, has had a groundbreaking career in regional Mexican music, selling some 15 million records. Among her many feats in a male-dominated genre, she made history in September 2011 when she sold out the Staples Center in Los Angeles, the first female regional Mexican artist to do so. Her reality show on mun2, I Love Jenni, is one of the network's highest rated shows. Rivera made her film debut at the 2012 Sundance Film Festival in the indie family drama Filly Brown, due in theaters in January 2013.

The Long Beach, Calif.-born singer's personal life has often called for as much attention as her career. Female lemurs avoid the wrong love in the dark



































IT IS the ultimate voice-recognition system. Without ever meeting him, a female lemur still knows the call of her father.












The ability to identify family members is important to avoid inbreeding. For large-brained mammals like apes that engage in complex social interactions this is relatively straightforward. Now, a team has shown that nocturnal grey mouse lemurs appear to do the same, even though lemurs are reared exclusively by their mothers (BMC Ecology, doi.org/jvx).












Study leader Sharon Kessler of Arizona State University in Tempe, believes that the young lemurs may associate calls similar to their own, or to those of male siblings, with their fathers.

Residents urged to keep common areas clutter-free






SINGAPORE: Pasir Ris West constituency organised Vertical Challenge on Sunday morning to demonstrate difficulties which rescue workers face when navigating past cluttered areas during emergencies.

The challenge was coordinated by the Singapore Civil Defence Force. Seven participating teams had to evacuate a casualty and manoeuvre the stretcher along a narrow corridor past various obstacles.

Deputy Prime Minister Teo Chee Hean encouraged residents to cooperate in keeping their corridors and common areas free from clutter.

"So very often when I visit the residents, we say (the residents) have to keep the corridors clear. They said 'No problem, I can walk through, my neighbours can walk through'," he said.

"Then I said, what if someone has a wheelchair? They said 'if somebody has a wheelchair, then I will make sure I make my corridors clear'. I think our residents also need to understand anybody can need an ambulance at any time."

Clutter at common areas such as corridors and lift lobbies, also pose fire hazards, hampering fire fighting operations.

Square launches gift cards

Square, a leader in mobile payments, today launched a gift card service tied to its Square Wallet program and that could be aimed at attracting some would-be Apple Passbook users.


The new service appears designed to let anyone purchase a gift card for friends or family at any of the more than 250,000 businesses nationwide that accept Square Wallet, an iOS and
Android app that lets users pay automatically with their mobile device. The recipient would then redeem the value of the gift using Square Wallet on their own device.


The value of a service like this is that it avoids the use of physical gift cards and lets merchants that accept Square Wallet easily set up the transaction with Square Register, a system that lets them take credit cards, track sales and inventory, and generate analytics.


The gift card business is estimated to be worth $100 billion annually, yet tens of millions of dollars of such gifts expire every day, according to CouponTrade.com. Apple has recently attempted to get in on the gift card game by letting iOS 6 users store the cards in Passbook. Square is clearly hoping it can be the digital gift card service of choice for millions of iOS and Android users. The San Francisco startup has been developing more and more ways for users to pay. It started by providing merchants with plug-in dongles for iOS devices that let anyone take credit cards, and then launched Square Wallet and Square Register.


The company, which is already processing more than $10 billion in annualized transactions, also recently launched a partnership that lets customers pay using Square Wallet at more than 7,000 Starbucks outlets in the United States.

Gay Marriage: Will Justices Follow Popular Opinion?













The Supreme Court's announcement that it would hear two cases challenging laws prohibiting same-sex marriage has reinvigorated one of the most hotly contentious social debates in American history, a debate that has been fueled by a dramatic change in attitudes.


With some states taking significant steps towards legalizing gay marriage, the hearings come at a critical moment.


This week in Washington State, hundreds of same-sex couples lined up to collect marriage licenses after Gov. Christine Gregoire announced the passing of a voter-approved law legalizing gay marriage.


"For the past 20 years we've been saying just one more step. Just one more fight. Just one more law. But now we can stop saying 'Just one more.' This is it. We are here. We did it," Gregoire told a group of Referendum 74 supporters during the law's certification.


Washington is just the most recent of several states to pass legislation legalizing same-sex marriage, signifying a significant departure from previous thinking on the controversial subject.

A study by the Pew Research Center on changing attitudes on gay marriage showed that in 2001 57 percent of Americans opposed same-sex marriage, while 35 percent of Americans supported it.


The same poll shows that today opinions have greatly shifted to reflect slightly more support for same-sex marriage than opposition -- with 48 percent of Americans in favor and 43 percent opposed.


In fact, just two years ago, 48 percent of Americans opposed same-sex marriage while only 42 percent supported it -- indicating that opinions have changed dramatically in the last couple of years alone.

It's hard to imagine that only 16 years ago, the fervent gay marriage debate led to the conception of the Defense of Marriage Act, which defines marriage as a union solely held between a man and a woman.


While debating the Defense of Marriage Act in September 1996, former Sen. Robert Byrd said: "If same-sex marriage is accepted, then the announcement will be official: America will have said that children do not need a mother and a father. Two mothers or two fathers will be OK. It'll be just as good. This would be a catastrophe."


Even a few short years ago a newly-elected President Obama did not support the legalization of gay marriage. It wasn't until earlier this year, at the end of hiss first term and with the impending election in sight, that the president told ABC's Robin Roberts the he'd "been going through an evolution on this issue."


Obama went on to attribute his shift in stance to the influence of his daughters.


"You know, Malia and Sasha, they've got friends whose parents are same-sex couples. It wouldn't dawn on them that somehow their friends' parents would be treated differently," he said. "That's the kind of thing that prompts -- a change in perspective."


Obama isn't the only one to experience an evolution in thinking on the matter of gay marriage. Attitudes towards same-sex marriage have shifted dramatically over the past decade across the board, particularly in the past few years.


Gone are the days when a majority of people opposed same-sex marriage; the days when gay politicians and supporters of same-sex marriage could not get elected.

Today, nine states and the District of Columbia allow same-sex unions -- a number likely considered inconceivable just a few short years ago. And yet, the same-sex marriage debate still begs for the answering of a question: Will this newfound public opinion, largely driven by young people, women and Democrats, have an effect on the Supreme Court's ultimate decision on the matter?


"I think (gay marriage is) just not a big deal for a lot of young people," Elizabeth Wydra of the Constitutional Accountability Center says. "The justices are human beings so they're not completely immune to public opinion. ... I think the real question for them is going to be do they want to be on the wrong side of history?"
